I think the glow around President Trump's head is because there's a light behind him, probably off camera and to the left: the same light that is similarly illuminating the left side of Gaetz's face / forehead.
The fine hairs on his head are being backlit by the light behind it, and he's looking a bit deformed because he's at the outer edge of the phone camera lens. Seems legit to me. If you look at the people behind him, they also have the same edge-light-on-hair-thing happening.

Maybe it's a bad picture but it doesn't look like Trump and it doesn't look like Gaetz. In my opinion.
