I don't know that the Bible discourages alcohol consumption altogether, but it does say that you should not be drunk. The words translated "wine" in the Bible sometimes referred to unfermented grape juice as well as the fermented variety. Also they drank watered-down wine. So the Bible is not always referring to a beverage with significant amounts of alcohol when people are drinking wine.

Pro 23:31-32  Do not look at wine when it is red, When it sparkles in the cup, When it goes down smoothly;  (32)  In the end it bites like a snake And stings like a viper. (The Hebrew word translated as "wine" can also refer to unfermented grape juice, so this is specifically cautioning against overindulging in the fermented "sparkling" variety)

1Co 5:11  But actually, I wrote to you not to associate with any so-called brother if he is a sexually immoral person, or a greedy person, or an idolater, or is verbally abusive, or habitually drunk, or a swindler—not even to eat with such a person.

Eph 5:18  And do not get drunk with wine, in which there is debauchery, but be filled with the Spirit,

Luk 21:34  “But be on your guard, so that your hearts will not be weighed down with dissipation and drunkenness and the worries of life, and that this day will not come on you suddenly, like a trap;

Rom 13:13  Let’s behave properly as in the day, not in carousing and drunkenness, not in sexual promiscuity and debauchery, not in strife and jealousy.

Gal 5:21  envy, drunkenness, carousing, and things like these, of which I forewarn you, just as I have forewarned you, that those who practice such things will not inherit the kingdom of God.

1Pe 4:3  For the time already past is sufficient for you to have carried out the desire of the Gentiles, having pursued a course of indecent behavior, lusts, drunkenness, carousing, drinking parties, and wanton idolatries.
