This reminds me of a gravy train I took advantage of in the wireless industry (I owned a wireless franchise) from many years ago. Back when bag phones and installed car phones were popular (that's before the handhelds got small) the phones consisted of a serialized "brain" and a handset. The dealers got $150 to "upgrade" the phone. Upgrade actually consisted of changing the serial number and "charging" the change to the customer's account at no $ cost to the customer. I kept a dozen brains on hand and just kept "upgrading" (switching the brain) as people came in by pushing better reception. Most everyone said ok because no $ cost to them. To the tune of 10's of thousands of $. At least until the carrier figured out how to stop it.
Sounds like a very similar thing is happening as the hospitals do the thing that earns them the most money and can justify it because "PROTOCOL". Except today the carrier is the government with an endless supply of money and an agenda to boot, so it won't be ending because the hospitals are taking advantage. In fact just the opposite.
