Good question. The people Noah left behind refused God, and were swept up in God's judgement. Do you believe God "didn't care" about those people, his beloved creations, who's every sin and misdeed grieved his heart? Do you think God HAPPILY drowned the world, which he then made a covenant with Noah (The reason for the rainbow) never to do again?
