Very true. I watched on visual all of the black flights coming and going from Belvoir/Davison for almost 3 years and none of them squawked on ADS-B yet I'm looking at a sortie of 3 at 1,000' flying by.
It seems that (this from a close fam member that is comm/nav specialist) ADS-B is rarely picked up from aircraft flying below 2000 ft. The lower they are, the worse it is. Sometimes gets "skips" up to 4000.
The rules are a little different when operating inside an ADIZ. Everything is supposed to squawk.
