The capitol of Kazakhstan used to be near one of the world's largest earthquake fault lines. That is why they moved it and called it Astana! Moving it close to the Chinese border was also frowned upon.
They built a new city in a very short time you should read the history of Astana. Lots of money built this quickly. An extremely clean place too.
