I'm not saying it wasn't the fbi because it probably was but wouldn't the fbi train with what the most common visual they would see is, if looking for a pipe bomb? Thus the training prop looks like what it should look like? But still definitely fbi, they don't want to risk blowing up their friends, they aren't Taliban or whatevs, they just want to burn America
