Just doing a bit of analysis here but...He does call it a grant, and at the top of the document it does say proposal.

A few lines down it does say "Amount of the Requested Proposal: §14,209,245 "

What I'm seeing is that there is a clear project scope here, but nothing to link anyone to it.... yet....
