Of course, but they do not have to claim every single death is COVID related. They can cherry pick as they have done to meet their quarterly numbers, as I presume that each region and locality had a strict quota to meet. (That is a hypothesis, but seems justified on the basis of what we know).

There is more monitary incentive for hospitals to label as a "covid death". Their compliance was well paid for.
