That's because it IS harassment.
Perhaps it's time to drop two nukes on Canada, Australia, Europe, New Zealand etc.

Personal experience with this: sister-in-law works in a dentist's office and she was pressured (basically forced under threat of termination) to get vaxxed because the boss wanted to be able to tell patients that they had 100% vaccinated staff. There might be more to that story, but that's what she said.
some dentists are like that. They think it will impress patients and get referrals.
It is harassment and bullying.
But will the Japanese report such harassment and coercion, or just go with it? They usually will not defy their superiors.
Yeah that's the problem I guess. People generally don't like to stir up trouble. And the bosses are clever enough not to say "you must get it", instead they say something like "it would be really good if you got it... (wink wink) ... you know, since we're all in this together here..." and then people don't want to not be part of the group
