Hippocratic oath is enough They refused to give informed consent Due diligence of information There is plenty you can go after. Also I dont remember fda or cdc getting appropriate authority to make any of these 'mandates' they are only there are suggestion machines unless given the authority which again I dont remember them getting, could be wrong
