It could be possible that [they] are so desperate at this point that thinking if [they] do a 180 flip on the "chattle" then [they] will generate the mass civil chaos to break all law and order. Shocking all the sleepy sheep into being scared of dieing from the poison may be in [their] best interests at this point.
