If they are allowed to deny requests based on a subjective label like "vexatious," then there really isn't a "Freedom of Information."
Even if they release documents, they're always redacted. Freedom of information they want you to know, that's all there is.
This letter is likely fake. Look, it is a word-processing document with spelling-mistake underlining, with the logo all crooked and possibly with the wrong address according to one of the tweet responses...
Read the letter - vexatious is qualified by the words they used. It's too broad.
