I can also see it as Red=China, Queen=like queen ant or queen bee, sends out a pheromone (which we know now through ‘molecular communication’ is very real) to communicate to it’s soldiers or workers the plan of attack, or goals/agendas of the queen to execute such task. Nanotech mind control anyone?
