What in the world would be the point of dictating all these crimes to a uniformed cop? What is he supposed to do with this? What is he writing in his notebook that he is going to be able to take action on?
It looks staged because this is unfamiliar territory. This happens when people have to take matters into their own hands. Remember, we all have been indoctrinated to only trust "professionalism".
The point of recording this and notifying law enforcement, is that if they continue doing what they are accused of, even after having been made aware of such accusations, they will be more complicit and judged harsher when that time arrives.
