That matches what I've been seeing. I suspect there are a few who "go along to get along", but try to stay out of the worst of it. And those who have what they think are consensual/legal relations with someone who turns out to be a slightly underage minor. But either way, they are still trapped and owned for life. I'm not sure if we'll ever know the difference with most of them.
