It seems to me something else is going on.

Something other than them winning. IMHO it is more like a silent war with moves and counter moves.

We can agree that Biden is not writing policies or making any decisions, right? So somebody is running him. Who is it?

The photoshoot and the Let's Go Brandon disaster tend to make me think the White Hats are running him.
