The solution is simple. A constitutional amendment. Here is the text:
The citizens being inherently endowed with bodily sovereignty, Congress shall make no law forcing mandatory medical procedures, nor shall any person be discriminated against due to their medical and health choices.
Let's lobby representatives at all levels and get them on record supporting (or rejecting) the amendment.
