I love how they say 'properly vaccinated' because something as vague and meaningless at this covers all future goalpost moving. Contrasted to saying you have to have xx shots and yyy boosters.

What is 'proper'? Up there with 'community standards', it means anything they want it to, and they dont need to justify anything.
