Probably because unless you're hauling for a federal contract no American truckers are under the same restrictions. Also truckers can legit move anywhere and get work. That's why Cali outlawing owner operator truckers was fucking retarded. All they need to do is move to another state with a port and enjoy all that money the state of Cali was gobbling up out of their paycheck.
