Taxes have an important role in societies. During its founding, if I recall correctly, the US was situated such a way that taxes were collected from merchants only, that is a person who benefited from the Citizen. While it would be of great value to the Citizen the merchant could not do business without the Citizen. It was known for a time that Drivers Licenses and Vehicle Insurance were only required because of this. A license was required to verify Insurance which was required to transport commodities, basically a proof of tax paid. Tariffs ruled the income of the government and were actually used to kick off the Civil War. The North had noticed the power house money maker that the South was and noted that they could produce goods much longer through the year. Prior to the Civil War the "North" had raised Tariffs on the goods coming from the South meaning that SELLERS in the South had to pay higher taxes to the "North" to SELL their wares. This had gone on for years! Democracy had already infected us. The question about race being an issue is difficult to answer when you factor where they came from, who sold them, who popularized it in the United States. Also, we must factor media intervention. Recall Abe intervened in the Media all the way back then. but was it Him or Them? He was a lawyer so probably him. He also kick started the Federal Reserve system in the United States by opposing the views of the Founders and borrowing money from France.
I didn't " " all of the "North" and "South" but its a misnomer? It was literally Government against the Citizen.
