Doesn't that violate banking laws? At large numbers other laws start to take effect. They got money deposit for client that they the "bank" is withholding funds on.

These rejects do this a lot also. Are those funds ever given back to the people that donated or their intended clients?

Funds from all sorts of countries where banking a laws are different also. I hope they are exposed to some fantastic lawsuits and liabilities.
