RCMP reports to parliament, making them the federal police force.

Military reports to the Queen, through the Governor General. To Americans it will probably seem odd that our commander in chief doesn’t hold any formal control over the military. However, informally, the PM recommends a candidate for GG to the Queen and it is basically rubber stamped.
