I don't read it that way. To me they're saying you're fully vaxxed if you've had either: one dose of J&J, two doses of AZ, Pfizer or Moderna OR three doses of any of the above. It says right at the bottom that if you met that criteria, then a third dose is NOT required to be considered fully vaxxed.
They're pretty close to the CDC ACIP's recommendations:
1 dose of the J&J
2 doses of either Pfizer or Moderna (and Canada seems to allow the AstraZeneca vax as well, also a 2-dose series, and they can mix-and-match which CDC does not currently recommend in the US. CDC only lets you mix-and-match boosters at this point)
3 doses of any of the vaccines - this is for immunocompromised people who receive what is called a 'third dose' because of a weaker immune response to the 2-dose series, so they get a little extra help
The red part at the end specifically says if you meet any of those criteria, you do not have to have a booster. A booster is different from a "third dose" in that it is given to people with healthy immune systems on a slightly different time schedule and for the purposes of extending their immune protection which wanes over time. The immunocompromised could get a 4th shot as a "booster." Here, Canada is saying this is not necessary to be considered "fully vaxxed."

I would agree with you. It’s a bit nebulous on the last point whether they’d consider high risk people fully vaccinated without a booster.
