Why does it seem that the large lottery winners have been coming from blue states lately?

I get why people think the lottery is fixed, but I know a few big jackpot lottery winners IRL. They're literally white trash from the middle of freaking nowhere. So I can confirm not all lottery winners are a result of rigging.
Really and truly, I think most lottery winners are legitimate. I think most of the lottery corruption comes from all of the smaller prizes and "school allocations" from unclaimed prizes. Seriously, people think the big prizes are big, but the smaller prizes are even bigger when you add them up. When either Mega Millions or Powerball get to around $250 Million, the smaller prizes start adding up to near a billion every drawing when you add them all up. Most of these prizes go unclaimed since people can't be bothered for $1-$10. Even the ones that are claimed are really easy to just "claim" and have laundered to various organizations when you have a few key corrupt people in key positions.
So the big prizes aren't the main target of rigging. It's the smaller prizes that add up and are easier to hide where the money is going that are targeted.
