Just before that it sounds like "...dropped out..." in another voice.

Edit: One of the "it's happening" Q drops says "Michael S. Rodgers." In the video one penguin splits off from the rest, heads left off screen, and drops out of sight. I think Adm. Rogers is the dark uniformed sea bird that dropped out, leaving a panicked flock of a different feather.

Could it be Admiral Michael Roger's, the guy who informed Trump he was being spied on in, I think, 2016?

I think it is. The rest are the hive mind wanting "procedures." Rogers knew the "procedures" leading to FISA gate were wrong and stopped them.
