Can the police actually do anything here? Doesn't she need to file a lawsuit or open an investigation?

Well the policce have accepted the case,.and then they will go over all the evidence, and see if there is a case to answer and then if they think there is enough evidence,then they may arrest them,But these papers that are being served are Court Documents issued by the ICC, and the International Common Law of justice (ICLJ) and the Nuremburg Tribunal in the Hague,.The Public can effect an arrest themselves under the Crimes Act,....,.
