The Department of Health & Human Services reportedly wants to implement a $30mn program to fund programs giving crack pipes to drug addicts.

A department spokesperson said kits will provide pipes for users to smoke crack cocaine, crystal meth, and “any illicit substance,” the outlet noted.

The grant will allegedly aid those predominantly in “marginalized communities,” including African Americans, and hopes users will stay healthy and safe with clean drug paraphernalia.
