They are preparing for a vaccine holocaust. The camps will be for those of us who survive. They have to get as many to take it as possible because whoever doesn't will be coming for them. Unfortunately for them, they haven't gotten enough to take it yet. Hence, why they can't give up pushing it even though EVERYONE knows it doesn't work.
