On CSI they simply have two people type on the same keyboard and use software that can analyze the reflection off of the persons eyes..... enhance, enhanse
I use GIMP which runs on Linux and has several sharpening filters, among others. But, as others here have already said, if the original image doesn't have the necessary information (e.g., blurry, unfocused, etc) no amount of technical work is going to give you something which isn't there to begin with.
I don't think you can do much with a blurry image. The information has already been lost. You can make it look less blurry with digital sharpening, but the picture won't actually have any more detail.

Sometimes you can find details by increasing contrast around a specific brightness level. Your image will probably get very ugly, but allow you see something you couldn't before.
There are a couple programs available. The most expensive, is glitchy. The next one less expensive but worked well. I don't remember which one of these was topaz, though. It's been a while since my experiment.
