I did a deeper dive on this and it appears that the supposed quote is a fabrication, and does not appear in any of his books or interviews. Just 20 minutes looking into this (ignoring the stupid websites like SNOPES etc.) one can find some pretty impressive research outfits that say this is a fabricated quote.

I did a little searching and did my best translation of the alleged statement by Jacques Attali in his 1981 book named "The future of life" published by Seghers editions. The book has purportedly been reissued with the offensive texts deleted.

My translation below:
