How you get a nanobot payload into someone is through a shot. The problem is, you don't want them to activate too soon, or to malfunction to where they get detected.

Solution? Multiple injections.

Most anybody that's been paying attention knows that even Nanobots size machines can self-assemble given the right circumstances and programming. With all of the cabal's resources, I would think it a trivial matter to make nanobot technology that would self-assemble.

At that point then, you just deliver the basic structure in the first clot shot. Second and third shots deliver most or all the rest of the payload and they self-assemble at some point in the future.

This way if anybody ever looked into the first shot and saw like they did in, where was it Germany? They wouldn't have a full picture of what was going on until the complete bot had been delivered, after the third or fourth shot and they were already in place.

Too late to do anything about.

At this point then, it's a question of figuring out how to neutralize the technology, whether making it inert or removing it completely; the latter being preferred.
