It's distributing what they are calling "safe smoking kits" that have things to sanitize your crackpipe experience. It includes alcohol pads you can use to disinfect your crackpipe, a rubber mouthpiece cover to prevent you from cutting your lips, and small brass mesh filters you can install in your crackpipe to prevent from inhaling large particulate matter instead of the sweet, sweet, cracky (or methy) goodness.

The end user is still responsible for acquiring their own crackpipe. The government is just providing safety enhancements for it. To stop the spread of disease and prevent injuries common in the crack-using community.

What's that? No, you can't get a $10K loan to buy tools to start a carpentry business downtown anymore. We used the money for that program to buy these kits for you instead.
