If I were to guess, the answer is locked into E.O.13961. As long as we are under a National Emergency, "which we have been since spring 2020. " The resident in chiefs hands are tied. Even if he can lift the national emergency, he won't, because among other things, it would remove mail-in voting for upcoming elections.
