This has not happened yet. To get this through it has to go trough parliament and senate which will take 7 days to 3 weeks to complete. Then Trudeau has to prove it is necessary and he cant do that because he has no evidence so it wont go through anyway. It is a government psyop to scare the protesters into not showing up for the protests, that is all it is.

but what about redress of crimes committed during the time of declaration, and the Parliament disagreeing?

What can the people do if these actions are later illegal?
