Rodney Joffe, who many have theorized was Tech Executive-1 before it was revealed to be true, was given the access he needed to infiltrate the White House in June 2016, while Obama was still President.
Tech Executive-1 exploited his access to non-public and/or proprietary Internet data. Tech Executive-1 also enlisted the assistance of researchers at a U.S.-based university who were receiving and analyzing large amounts of Internet data in connection with a pending federal government cybersecurity research contract.
Joffe was one of the early pioneers in DNS and holds several patents associated with it. He and his associates could easily have done all of the spying Kash described as Obama had given him the access needed before Trump took office.
