I know what you are saying, but I think the message she was trying to get across is by listening to the other slide, you get a better feeling for what motivates them. Fear is a powerful motivator - Fear of disease but also of social stigma, loss, etc. If someone feels understood, they are more likely to be open to cooperation and consider ideas they may not have previously.
I think she did a good job. She very appropriately pointed out upfront that JT is doing all of this without a single conversation.
