The going theory is that these aren't real local police but actually thugs brought in by Justine because the real police refused to carry this out.

Oh, dunno. Those are not saddle horses, but draft horses or at most draft crosses. If the riders were brought in it is likely they are riding horses that they have trained with. I think the mounted heavy horse troops were Canadian.
