Thank you for the info, but it raises another pertinent question: if those officers are indeed from Quebec, is this the Canadian government using Quebec's animosity towards the rest of Canada for its own purposes?

Gatineau, Quebec is on the border with Ottawa, so this isn’t too surprising.
