I've seen a few E-6's flying around the past month so this is kinda common. The unicorn you may be confusing this with is the E-4B Nightwatch, with only one built, used as a flying command center with super special equipment.
The funny part was I thought that was the case as well, but then I come to find out the doomsday planes are a collection of e-4b, e-6, and e10-mc2a apparently

There is one E6B (not yours) that took off from Knoxville and is currently running circles around Montgomery, AL. Since this is an electronic surveillance aircraft, it is collecting data. This happens routinely.
E-6B's don't collect data and cannot perform surveillance. They are a communications platform to communicate with subs, by Satellite, and other frequencies. They have no sensors onboard.
