The community bank I use will withdraw money even while their systems/internet are down as they know people need it and things happen. They will go the manual root. Not sure about all community banks but I at least know mine does so I would check with your personal bank to see if they make any exceptions for situations like this.
Every single store around here keeps it as a backup. I’ve had to use them in the past because my bank is shitty :). Boomers are all dying or dead GenX baby

I also know from our local electricians power line guys. that are electricity does not rely on the internet to keep functioning.

Here's something for both of you to talk about: It's not the first "warning to have cash on hand b/c no credit cards/debit cards will work", and it won't be the last. These random crappy fear mongering narratives come and go, now and then, since before the internet - but now because of the internet they go viral among people who act like they were born the last decade.
Here's a tidbit of wisdom: if things went down so bad to the point of you needing cash on hand because cards stopped working, trust me, cash would be the last of your worries - cause by that point it would be the breakdown of social fabric where money doesn't matter. Things like these happen in literal war zones, like literally, places where you haven't got electricity nor running water (hence why paper cash would be the last of your worries). There's a couple of those out there in the world at any given time, but not here, in the last few centuries. That's what "get a grip" means. A very basic reality check is all. In today's reality, these freak outs are caused by people seeking engagement in social media mostly, for whatever reason.

Lol kids… every store has manual credit card machines still. You know transfer paper old school ones. They still are in use and valid.

Hospital records hospital information for one thing shipping logistics even the gas pumps at the gas station where I work rely on internet.
Also unless he plans on shooting down any satellites or removing all cell phone towers then he cannot shut down the internet.
