To answer your first question, no, I have seen no such warnings by utility companies here; "here' being east Tennessee. But we are located directly in the middle of the Tennessee Valley Authority and we get our energy from a combination of hydroelectric (and rains have been plentiful here), coal fired plants (they run clean), and a small bit of nuclear power So we're pretty well set for energy self-reliance here.
As to the Chinooks, we have a Air National Guard base nearby and we see military choppers all the time; it's nothing unusual here. They do a lot of training out of the ANG base, located next to McGee-Tyson Airport here.
