I've seen claims it is a Ukrainian vehicle, and others claim Russian. IF it is a current video and IF it is from Ukraine, my guess is it would not be Russian, as others have stated, because that unit would not be out alone. My GUESS is a Ukrainian military trying to to stop a vehicle heading to the newly independent regions.
