The painting is almost certainly intended to represent the Eye of Horus.

My argument would be that just because something can be used nefariously, doesn't mean that the tool is inherently evil.

Every occultist worthy of the name knows that anything and everything that can be used for good can also be used for evil -- just like our minds and bodies.
