You asked "what authority" he doesn't need any authority. It doesn't matter if YOU brought up 'ordered' or not. Ordering is what you need authority to do. He doesn't need any authority because there were no orders.

They asked for volunteers. Completely different legally. I was in the military, before they gave us orders to go overseas they asked us if we wanted to volunteer first, then laid out the legal differences between the two.
In lots of situations, they can't do the 'if you don't volunteer, we will order you to go' because they can only send volunteers, they don't have the authority to order you.
This is important, especially as we are in territory where they are asking troops and law enforcement to break laws, and those people then make the free will choice to volunteer.
