You're probably overthinking it.
Non-dress military uniforms are designed for combat. They're durable, they have a lot of pockets, and military equipment like body armor is often designed to fit around standard uniforms.
When there is fighting in the streets and you might have to pick up a gun and fight, you're going to be wearing the appropriate clothing for it. Which will probably be the BDU of whatever military is currently protecting you.
Which explains what you're seeing here. Regardless of whether or not they're "considered military", right now, they're targets for an enemy military and may have to fight. So they're going to do what the military does, and is going to wear clothing that can carry ammo and has some combat utility.
Wearing the uniform (and either subduing or removing your rank) makes it much harder to figure out through a sniper scope who the important targets are. Snipers generally don't have the luxury of more than a single shot or two in urban combat, so this is a pretty common strategy to see.
