That's what I suspect. I think the holds were mostly empty. They set the ship on fire then get rescued. Insurance pays for the ship and a full load of luxury cars that we either never on the ship, or were already unloaded somewhere.
Maybe not insurance fraud. Maybe just cargo theft.
