This makes sense - I was wondering why you would need 14 in the same country. Look at the damage China did with just one in Wuhan.

Ukraine is centered between North East South and West at the end of our sphere of influence.

If you wanted to attack Asia, South Asia, Africa, Mid East and Europe, Ukraine is a good central location to do it all under a single roof from.
