No. The legacy traces back to the SS and the formation of the Ukranians under Stepan Bandera to fight the Soviet Russians. The "neo-Nazis" hark back to this heritage, use SS markings for their unit designations, and focus their enthic hatred against Russians. They could care less about Jews, this way or that.

It is a simple substitution of the hate object, with all the trappings of the SS. Putin intends to put them out of business, and they know it.
