I honestly thought she was dRunKeNLy jumping up to clap, and upon realizing she was the only one, decided to express her approval in a way that was less likely to distract Simple Brandon from reading us his hallucinations from the past year. That little hand maneuver was the best her plastered brain could come up with in the moment to make it look intentional.

The SOTU version of a waiter telling her "enjoy your meal" and her replying "you too."
